REGULATIONS
The Regulations are the main document in all matters related to the tournament. It contains basic information about where and how the tournament takes place, as well as all included expenses and binding information.
In case of doubt - the REGULATIONS are decisive!
PLACE AND TIME
Tournament takes place on August 16 -18, 2024 in Riga, Latvia
PARTICIPANTS
The competition takes place in 9 age groups for boys and 9 age groups for girls.
BOYS:
U-18 group born 2007. 4 x 8 minutes
U-17 group born 2008. 4 x 8 minutes
U-16 group born 2009. 2 x 15 minutes
U-15 group born 2010. 2 x 15 minutes
U-14 group born 2011. 2 x 14 minutes
U-13 group born 2012. 2 x 14 minutes
U-12 group born 2013. 2 x 12 minutes
U-11 group born 2014. 2 x 12 minutes
U-10 group born 2015. 2 x 12 minutes
GIRLS:
U-18 group born 2007. 4 x 8 minutes
U-17 group born 2008. 4 x 8 minutes
U-16 group born 2009. 2 x 15 minutes
U-15 group born 2010. 2 x 15 minutes
U-14 group born 2011. 2 x 14 minutes
U-13 group born 2012. 2 x 14 minutes

The number of participants in the team is limited - 12 players, 2 coaches.
The management of each team is responsible for the health of its players.
COMPETITION:

Tournament games are played under standard FIBA rules with tournament rule adjustments.

The games for 3rd and 1st place are played under standard FIBA rules with playing time 4x10 min in groups U-18, U-17, U-16 and U-15, 4x8 min in groups U-14 and U-13 and 4x7 min in groups U-12 and U-11 and U-10.

Teams must bring their own basketballs for pre-game warm-ups.

Zone defense and zone pressing is not allowed in groups U-12, U-11 and U-10; in case of using zone defense and/or zone pressing – warning to team’s coach. After repeated use – technical foul to team’s coach (decision of game’s official). Double-team defense can be used only in teams’ defensive side of court (backcourt). In teams’ offensive side of court (frontcourt) only man-to-man defense is allowed.

In boys and girls group U-10 the game is played with the ball size 5 on lowered baskets (260 cm). Backcourt violation, 3 second violation and 8 second violation is not applied.

In boys and girls group U-11 the game is played with ball size 5 on standard height baskets (305cm). Backcourt violation, 3 second violation and 8 second violation is not applied.

In boys and girls group U-12 the game is played with ball size 5 on standard height baskets (305cm). Backcourt violation, 3 second violation and 8 second violation is applied.

In boys and girls group U-13 the game is played on standard height baskets. Boys – ball size 6. Girls – ball size 5. Backcourt violation, 3 second violation and 8 second violation is applied.

It is allowed to step over the free-throw line when shooting free throws in groups U-11 and U-12.

In boys and girls group U-14 the game is played with ball size 6 on standard height baskets.

In boys groups U-15, U-16 and U-18 the game is played with ball size 7 on standard height baskets, girls U-15, U-16 and U-18 play with ball size 6 on standard height baskets.

From age group U-10 until U-16 in the first half each team gets 1 Timeout, in the second half – 2 Timeouts. U-17 and U-18 age groups get 2 Timeouts in first half and 3 Timeouts in the second half.

In age groups U-10 to U-16 a team is allowed to commit up to 6 team fouls per period, then the 7th team foul results in free throws.

If the score is tied at the end of playing time in the fourth period, the game shall continue with as many extra periods of two (2) minutes as is necessary to break the tie.

If a player gets disqualified during the game, he is not allowed to play in the next game of the tournament. The Head Referee of the tournament takes the final decision in each case.

It is not allowed to play elder age group players in younger age group games without the permission of the Tournament management.

The final games are played on August 18th, 2024 and will end by 20:30.

Each team must fill out the online application form in order to take part in the tournament.

Each team’s main coach or another member of the team needs to arrive in the tournament’s office during the first day, to register the team in the tournament

Centralized meals are available for tournament participants in all LIDO restaurants (additional info: www.lido.lv/en/).

Check-in at hotel – Friday, August 16th from 15:00, check-out from hotel – Sunday, August 18th until 12:00.

Teams staying at hotel are provided with breakfast in the hotel.
-
Teams staying at school premises are provided with breakfast in the same school.
-
For your convenience, transportation to lunch and dinner will be provided with tournament busses from gyms to dinner hall and back to gym. In case of need, tournament bus will also be available for a ride from hotel to gym. Available only for teams with “A package” and “B package”.

Meals:
Friday, August 16th – lunch and dinner;
Saturday, August 17th – breakfast, lunch and dinner;
Sunday, August 18th – breakfast, lunch
N.B. On the first day of tournament there will be an option to receive additional meal vouchers if needed
Payments for accommodation and meals are made at the time of the registration on the first day of the tournament at the office of Alfreds Krauklis Memorial Tournament.
RANKING SYSTEM
For each win team receives 2 points, each loss 1 point in the schedule. If two or more teams have achieved the same amount of points, higher place is determined by:

scored and lost point difference in all group games;

by team's scored points in all group games;
-
by points between teams that have the same points in the group;
-
scored and lost point difference between teams that have the same points in the group;
-
by team's scored points between those teams that have the same points in the group.
AWARDS
• First place teams in every age group shall be awarded trophies, diplomas, medals and commemorative prizes. Second and third place teams in every age group shall be awarded diplomas, medals and commemorative prizes.
• Best players on the first, second and third place teams in every age group shall be awarded commemorative prizes.
• Tournament All-star five players shall be awarded commemorative prizes
